7.Some people believe that the local government should invest more money in basic facilities and services like primary education and health care. However, others believe that the budget should be used in scientific research. Discuss both sides and give your own opinion.


Opinions regarding the fiscal decisions made by government vary from one place to another. Some individuals maintain that more money should be allocated for infrastructures and essential services such as education and medical care, whereas others argue that scientific research should be better financed. Both views will be analysed in this essay before an opinion is constituted.

On the one hand, advocates for refining infrastructures believe that these basic facilities are quite essential for improving citizen’s living standards. Take China for example, numerous rural residents, particularly those young and geriatric ones, suffer from inadequate living or medical aid, some of whom even lack food to survive. This example clearly indicates the urgency for government to allocate funds to tackle this gripping problem, otherwise scientific research will be of limited value. Thus their argument is hard to debunk.

On the other hand, individuals who favour the funding of science defend that input in research yields untold benefits. For instance, Pfizer, the largest global drug company, allocate huge amount of money for scientific research in order to produce better drugs to cure assorted diseases. This example provides ample justification for attaching priority to research. Consequently, it attracts a growing number of people to aggregate toward this view.

To recapitulate, after analysing both sides of the question, it can safely conclude that money could be spent on scientific research after a basic living standard is satisfied by local residence. It is predicted that the government’s fund allocation will be increasingly rational and responsible.
